How do you change a picture into a vector image?

I have a picture I want to blow up but it's resolution doesn't allow for it. How do I save it (or change some settings) to make it a vector image?How do you change a picture into a vector image?
Once a bitmap, always a bitmap!

Flash creates vector images, as does Adobe Acrobat %26amp; Draw in OpenOffice2.



The results are not always perfect, but Draw can output in the .svg format.

A picture- like a photo- is a bitmap image. The photo is made up of lots of tiny little pixels of different colour.



A vector- is an image created by mathematics- so that it can be resized without losing image quality- i.e. shapes in Macromedia Flash.



AFAIK, you can't turn a photo-type pic into a vector unless there is some sort of software that can pick out the lines etc and convert everything into vector shapes.How do you change a picture into a vector image?
