How do I change a picture to become higher resolution?

The picture needs to be enlarged and becomes blurry unless it's a %26quot;higher resolution%26quot;...how do I do that?How do I change a picture to become higher resolution?
if a picture is small to begin with, lets say 72dpi at 5x7 inches, increasing the resolution to 300dpi and making the image size bigger will only make it blurry. Photoshop can't increase the resolution of a picture that was bad to begin with or too small because it would be filling in pixels that weren't in the original file. You can try messing with the sharpness filter in Photoshop after increasing the resolution.



If it's pictures from a digital camera, it's best to take pictures at the highest setting and size because it's always easier to go down in resolution than to try to go up in resolution after the picture is taken.
