How can I change my DPI of a 5.5x8.5 (inch) image from 96 to 300?

I'm trying to make a book cover for Createspace, and keep getting the message that the DPI is only 96. I need to make it 300 without changing the resolution, and I use PaintDOTNet. I am willing to learn GIMP if someone could tell me how to use it, and I have the original pictures, so I can redo it if necessary.

Your image now is probably 528 x 816 pixels (5.5x8.5 at 96 DPI), your new image will have to be 1650x2550, which would equal 5.5x8.5 at 300 DPI.
