How do I get rid of black border around the desktop?

I currently installed Windows 7 OS. Have Sapphire HD5830 graphics (with driver). LCD Flatron W2453V monitor. It has a black border around the screen, not allowing for the picture to be full. I haven't found any settings to increase the scale size of the picture. It is at 1920 x 1080 (recommended resolution), although it is fullscreen with 1680 x. Is there somewhere I can increase the size of the picture without changing the resolution from 1920 to 1680?How do I get rid of black border around the desktop?
You can click on the monitor on the buttons on the bottom and you can change the sides and height that way and you can put it to however you would like it.

its from the screen

u must have some buttons on the sceen/monitor

select to go to the MENU and select size and increase it and adjust it by POSITION
